Hahaha, National banks strictly control mobile banking downtime to no more than 8 hours per year, with penalties ranging from warnings to fines of up to 500,000 baht. Starting from November, if not rectified, daily fines of 5,000 baht will be imposed. On October 31, 2023, Mr. Phinyo Triphetchaporn, Director of Technology Risk Supervision and Inspection at the Bank of Thailand (BOT), revealed that within the next 2 weeks or by November, BOT will issue amendments regarding the criteria for overseeing technology risk in financial institutions and specialized financial institutions. It stipulates that if the mobile banking system of a bank is down or disrupted for no more than 8 hours per year, the penalties range from warnings to the maximum fine of 500,000 baht. Statistics from the commercial bank's information technology show that in the latest Quarter 3 of 2023, there were 4 instances of mobile banking disruptions totaling 4 hours, less than the previous Quarter 2, which had 6 disruptions totaling 11 hours. In Quarter 3, banks with mobile banking disruptions included Siam Commercial Bank with 2 instances totaling 1 hour, TMB Bank with 1 instance lasting 1 hour, and Bangkok Bank with 1 instance lasting less than 1 hour.

Mr. Phinyo, Director of Technology Risk Supervision and Inspection Department at the Bank of Thailand (BOT) or the National Bank, revealed that within November 66, the BOT will amend the announcement regarding the criteria for supervising and overseeing the technology risk of financial institutions and specialized financial institutions. It specifies penalties if the system malfunctions exceed the specified limit. It has been stipulated that if a bank's mobile banking system malfunctions or crashes for no more than 8 hours within 1 year, it must stop the malfunction. If the downtime exceeds 8 hours per year, there will be penalties according to the severity level, starting from warnings, orders to rectify, until the maximum penalty of 500,000 baht per instance. If no corrective action is taken, an additional fine of 5,000 baht per day will be imposed. For the information technology statistics of commercial banks, the latest data for the third quarter of 66 showed that there were a total of 4 instances of mobile banking policy malfunctions, totaling 4 hours, which is less than the previous quarter, which had 6 instances totaling 11 hours. In the third quarter of 66, commercial banks with mobile banking policy malfunctions included SCB with 2 instances totaling 1 hour, TMB Bank with 1 instance totaling 1 hour, and Bangkok Bank with 1 instance totaling less than 1 hour. However, comparing to the previous quarter, there were 5 instances of mobile banking policy malfunctions among commercial banks, including Bangkok Bank with 2 malfunctions lasting up to 5 hours, Kasikorn Bank with 1 instance lasting 2 hours, Krungthai Bank with 1 instance lasting 2 hours, and TMB Bank with 1 instance lasting less than 1 hour. As for other commercial banks' systems in the third quarter of 66, only the branch of Government Savings Bank experienced 1 instance of malfunction lasting 2 hours. From the statistics on commercial banks' information technology systems, it was found that each commercial bank had significantly fewer instances of malfunctions or crashes of mobile banking systems. It is believed that the amendment of the IT risk supervision announcement will help banks accelerate system development and reduce mobile banking policy malfunctions compared to before, Mr. Phinyo said.
